I see that this is an older post - I too had the same issues with installing the ExpressVPN Tap adapter and I needed a 'digitally signed' driver to get the TAP Adapter to function properly. I contacted Express VPN support and they directed to me to install an older version of the ExpressVPN Software.
The main problem I'm getting is 'failed to set IP Address on TAP Adapter. It may already be in use.' I've done a million searches and tried disabling the TAP adapter but it just comes right back. 32-Bit version on 64-Bit install: cscript '%PROGRAMFILES(x86). I have Microsoft Toolkit 2.5.2 Official. How do I uninstall the TAP-Adapters? Unfortunately the two adapters left of TAP-Windows Adapter V9 and TAP-Win32 Adapter OAS type do not allow me to uninstall them, only disable. Delete is greyed out as I stated. I don't know about you - but I like the latest and greatest software on my machine and I didn't want to settle for an older version - so I set about working out this issue. I am going to attach a picture so you can see that I worked it out. I am NOT going to mention the resolution unless you remark that you still want / need it. If you have it worked out and don't feel like messing with it - No worries - I just don't want to waste my time creating a tutorial when it's not needed.
Take a look at the picture - and you can see that I have all the ingredients for a 'digitally signed' driver error, but it's working like a charm. Let me know if you'd like the work-around - It's relatively simple to do.
code 31 on network adapters, all plausible solutions found online failed
Following a failed install, and an uninstall, of a VPN app, some network adapters on my wife's computer are reported as not working properly because Windows can not find the required drivers. Which ones work and which ones don't has changed a few times, following my failed efforts to fix them. At first it was the Tap adapter and all the hidden WAN miniport adapters that were not working, all the time. Then I accidentally got the Tap adapter working by installing an older version of my other VPN app. Then it was only the SSTP adapter that was not working, all the time, and the other WAN miniport adapters showed exclamation marks only when my other VPN app was trying to connect with any one of them. Then I tried updating my wifi adapter, and afterwards that stopped working, with code 31. I've tried the method of updating the adapter driver with the Microsoft KM Loopback adapter, to uninstall it, and that installation fails with the same code 31. At one point I tried restoring the system to a backup from before this all happened, but after the restore the adapters still had the same code 31 error.
At one point I deleted some registry entries that referred to my VPN services, but the backup that I used to restore the system after that, was from before any of this happened, and after the restore, the adapters were still not working.
Toolkit Failed To Install Tap Adapter
One solution that was proposed by the provider of the VPN app that failed to install, was to try disabling driver signature enforcement. I haven't tried that because my wife and I have identical computers with the latest Windows 8.1 updates on both of them, and I'm not having any problem with the adapters on mine, so a problem with driver signatures doesn't seem like a possible explanation to me.
